The City Council Training and
Development Policy
Birmingham City Council believes that the Training and Development of all employees has a critical
contribution to make to the success of the City Council in its role of delivering services and
promoting the well-being of the city and its people.
It helps individuals and groups play their part in the Council to the full.
Training and Development will be provided and delivered within an equality
and positive action framework. The Council is committed to Training and Development that will:
- Support the City Council’s aims, objectives and policy framework.
- Support its commitment to equal opportunities in employment.
- Give all employees the knowledge and skills to do their jobs effectively.
- Enhance their confidence to contribute at all levels and to improve service delivery and quality of life
for the people of Birmingham and its visitors.
- Help them to manage the high levels of change in the Council.
- Encourage managers to make use of a range of training and development opportunities for staff in
the workplace, with the aim of making best use of available resources.
- Ensure that all employees, managers and staff recognise a personal responsibility for training and
development processes and foster organisational learning and development.
