Definition of Terms
Annual Review Review of Statement by LEA that must occur at least annually.
Code of Practice Guidance for LEAs and schools on how to identify, assess and provide for children with special educational needs.
Connexions Service Service to help 13-19 year olds make transition to work and adult life.
CRISP Criteria for Special provision to match learning needs to educational provision.
Disagreement Resolution Service Independent service to resolve disputes between parents and LEA or school.
Early Years Action Special educational provision for pre-school children.
Educational Psychologist Person employed by the LEA to assess and advise on a child’s learning difficulties.
Final Statement Agreed form of Statement of special educational needs.
Inclusion policy Commitment to educate children with special educational needs in mainstream schools wherever possible.
Individual Education Plan Programme of learning objectives and teaching strategies.
Independent Parental Supporter Volunteer providing practical and emotional support to parents.
Learning Difficulty Significantly greater difficulty in learning than other children of the same age, or disability which hinders use of general educational facilities.
Local Education Authority The body responsible for schools and for assessing and providing for special educational needs.
Mainstream school A school that caters for all pupils, including those with special educational needs.
Maintained school A school maintained by the Local Education Authority.
Named Officer The person identified by the LEA to make arrangements for Statutory Assessment
Note in Lieu of Statement Information on a child’s special educational needs if a Statement is not to be issued.
Preferred school The school chosen by parents where the LEA must consider placing your child.
Proposed Statement The draft form of the Statement, made available for comments and preferred school.
School Action/Plus Special educational provision for children of school age
Special Educational Needs A child has special educational needs if s/he has learning difficulties that require special educational provision.
Special provision Additional or different education for children with special educational needs.
SENCO SEN Co-ordinator. A member of staff at school who has responsibility for coordinating special educational provision.
SENT Special Educational Needs Tribunal. An independent body that hears appeals of parents against LEA decisions.
Special school A school that caters for children with Statements.
Statement of special educational needs A document that sets out all of a child’s special educational needs and how and where special educational provision will be made.
Statutory Assessment The process for assessing special educational needs not met by School Action or Early Action Plus.
Transition Plan A plan drawn up at the Annual Review in Year 9 to plan the transition to work and adult life.
