Main tasks

  • To consider the effect of inclusion on existing SEN provision;

  • To develop appropriate proposals, as necessary, in considering the existing provision of delegated and centrally retained services for SEN;
  • To develop alternative models for SEN Resource Distribution and Criteria for Special Provision (CRISP) as required.

Agendas/Notes of Meetings

  • Responsibility of Chair/Secretary. Any agenda items to be notified to secretary at least one week prior to meeting.

  • Secretary to circulate notes of meetings within seven days and agendas will be sent out to arrive three days prior to the scheduled meeting.

Work Programme for 2004/5 and 2005/6

  • Consider the effect of safety net funding for special school places, developing proposals to ensure that the Special school is financially viable and that resources are available to support all aspects of inclusion.

  • Development of alternative models of funding for Special Needs Resource Bases, using CRISP profiles.

  • Development of alternative models of funding for Special Schools, considering equity of funding for all pupils with Special Needs wherever the education provision is made.

  • Consider the SEN notional budget and equity of distribution. Report to the Formula Review group.

  • Consider special school surplus places and report to the Formula Review Group.

  • Evaluation of, monitoring and maintaining of CRISP to mainstream with a view to delegation.

Overall Framework

  • Report to the FFDG on any proposals to change the existing delegation or centrally held arrangements.

  • Progress matters through working groups, involving this group, as appropriate.
    Input into the production of relevant papers for members and consultation as appropriate.

  • The Inclusion Support Fair Funding Newsletter aims to keep everyone informed of the areas being discussed by the Headteacher, Union and LEA Officer representatives and to give everyone the opportunity to let their views be known.
