The Birmingham EiC Strategic Plan 2002
The Birmingham Excellence in Cities Partnership is submitting a revised plan to the DfES in the Autumn Term 2002.
This plan will consolidate the initiative and changes that have taken place since its launch in 1999.  In particular, it will integrate the key features of the currently separate secondary, primary and Excellence Challenge plans.

The main changes in the new plan are:

Replaces School Commitments sections of original plans with agreed roles and responsibilities and introduces a new section on accountability
Updates structure and organisation of the Partnership to reflect changes that have taken place since the original plans
Updates co-ordination of Learning Mentor and Gifted and Talented strands to reflect agreed changes
Updates to include new funding e.g. Learning Mentors and EMAG project
Now includes constitutions for Full Partnership and Strategy Group
Includes references to the Local Education Standards Strategy
Includes a new section on accountability
In general replaces promises and commitments with statements of what is actually happening

The following key issues are unchanged:

Funding formulae remain as agreed
Targets stay the same although they need to be updated
Overall principles remain unchanged
Location of CLCs, LSCs etc. remains unchanged

The plan as presented here is in draft form for consultation and comment. It has not yet been approved by either the Excellence in Cities Partnership or the DfES. As a result, some sections are incomplete and not fully checked for errors and omissions.
