The Millar Hutchison Recommendations
Recommendation 1:
Activity at a national level is monitored on a regular basis to ensure that any further work within
Birmingham takes account of national developments and aligns itself accordingly.
Recommendation 2:
The NHS number should be used as the common unique child identifier.
Recommendation 3:
A single project is set up to take forward the recommendations in the final report.
Recommendation 4:
A multi-agency Project Board is set up to oversee the work.
Recommendation 5:
A Project Manager should be appointed to oversee the day-to-day work and to co-ordinate the activities of resources and control project finances.
Recommendation 6:
Three task groups are required covering IT, User Requirements & Information, and Confidentiality.
Recommendation 7:
All work items must be adequately resourced. Commitment from all relevant managers must be obtained for all staff involved in delivering work packages.
Recommendation 8:
Security and confidentiality officers should be assigned for all agencies.
Recommendation 9:
Information sharing protocols must be established as a priority.
Recommendation 10:
A communications plan should be used to inform and consult with all impacted staff at the start of implementation.
Recommendation 11:
The remaining suggestions from options appraisal should be taken forward either within the scope of the future work programme or be passed on to appropriate people in the relevant agencies / organisations.
