Phase 1 (January 2002 to August 2002)
The work during this phase was based on the Millar Hutchison (April 2002) feasibility study, which was designed to:
- Determine the policies and procedures which need to be established in order to share information effectively between interested parties;
- Explore possible models for the creation of integrated solutions;
- Determine outcome measures required to identify whether the overall health and well being of children is improving or deteriorating;
- Evaluate the practicalities/benefits of establishing a single identifier for all children;
- Propose a model for the implementation of an integrated information solution for children in Birmingham.
The project made eleven recommendations for action and a set of further recommendations for the individual agencies. It felt that the three priorities were:
- The use of the NHS number as a unique child identifier;
- The establishment of a city-wide information sharing protocol;
- The development of a shared core record.
