Framework for Analysis
A Framework for Attendance Analysis

The Framework for Attendance Analysis is another tool developed by the Education Welfare Service in partnership with 3D Consultancy and Link2ICT, to provide additional support to schools that despite their best efforts have not reached their attendance targets.

The Framework for Attendance Analysis is a detailed audit of attendance issues, used to identify effective and efficient strategies for monitoring, improving and maintaining attendance.

The process aims:

  • To obtain in-depth data and look afresh at attendance

  • To analyse the issues that affect whole school attendance, including policy and practice.
  • To identify all available resources that can be matched to address those issues, including multi-agency support.
  • To recommend fitting strategies as a basis for a negotiated action plan.

How it works

  • Initial Planning Meeting
    An initial planning meeting attended by EWS team leader, Head Teacher, the school's SMT and representatives from the Governing body and other departments or agencies involved in tackling attendance issues, in order to clarify the purpose, process and resource implications of an Attendance Analysis.

    At this meeting the schools senior management team will be asked to identify the current needs, targets and timescales they are working to, with regard to improving and maintaining school attendance rates.

    The structure for contact and communication will be agreed, along with data access arrangements.

  • Meeting and discussion
    Meeting and discussion between EWS team leader and school personnel with responsibility for managing attendance to identify current practice and key issues in managing attendance.

  • Collation of information
    Collation of statistical information in various formats and taking a fresh look at systems and patterns, which are impacting, on attendance rates.

  • Recommendations
    Based on this research, EWS team leaders will make recommendations, with resource implications, for improving and maintaining attendance.

Implications for school resources

  • Staffing: Full access to relevant staff will be needed for the period of the attendance framework

  • Time: e.g. Four to five days for actual analysis, additional time for meetings with SMT/Governors etc. pre and post attendance analysis.

  • Working space will be needed for the EWS team leader

  • Access to all relevant information & data

All information and data belonging to the school is treated as confidential. Nothing is retained by EWS. Everything is returned to the school after the analysis is complete.

Outcomes

At the end of this exercise you will receive a report for SMT and Governors (or Governor's sub-committee on attendance), identifying areas for development and recommending specific strategies designed to accelerate progress towards meeting attendance targets.

Similar work has resulted in increased attendance rates, increased efficiency and savings in school resources and staff time.

In addition, the Framework for Attendance report provides the basis for action planning.

Who is it for?

Schools with below 90% attendance rates. Schools wanting to take a fresh look at they way they handle attendance and related issues.

It is a very thorough process that has been well received by the schools in which it has taken place.

A Framework for Attendance Analysis

Agreement, in principle, for an attendance analysis Initial meeting with Head Teacher etc, to set framework & agree outcome
Structured interview with post holders of responsibility for attendance Feedback from support workers and relevant people working with the school, to assess their perceptions of attendance related issues
Research data: whole school % attendances and coding summaries Year group % attendances and coding summaries Individual student records
Identification of issues. Looking for clues to causes, using comparative data from previous years and other sources of information. Further research. E.g. to look at pupils transferred from other secondary schools, primary school attendance, public care etc.
Identifying possible solutions, actions needed or changes to be recommended. With resource implications/ by whom, short/long.
Report to HT/SMT & Govs (copy to School Advisor): What the evidence demonstrates, and recommendations for action. Discussion & negotiations, with Head Teacher & SMT on future action.
