Managing Building Work

Additional funding is being made available directly to schools, giving added responsibility and opportunity for schools to manage building work.

With increasing delegation and the introduction of Devolved Capital, it is increasingly important that governors plan and manage their premises (including overall site) to achieve not just good financial management but also strategic management.  Premises management and development should be included in your Schools Development Plan. The key tool for this task is the AMP for your school.

The increasing delegation of funds to governing bodies means greater responsibilities for Governors. Resources are always scarce and this is particularly the case with expenditure on property. This means that it is often not possible to fund schemes in the way that you or we would wish to. BUT it is important to take a holistic approach when considering property issues and especially important not to cut corners.

Schools should retain readily available property information and develop:

  • An annual maintenance programme
  • An accommodation development plan covering a period of 5 years

These should both link to other school development plans enabling schools to consider issues such as:

  • Health & Safety requirements including Statutory Testing
  • Essential day-to-day maintenance
  • Meeting National Curriculum requirements
  • Matching accommodation needs with falling rolls or increasing pupil numbers
  • The long term impact of short term ambitions

Further advice about school development plans and managing building work is available in a number of documents including:

  • Building Bulletin 98 "Briefing Framework for Secondary School Projects" and Building Bulletin 99 "Briefing Framework for "Primary School Projects available here.

Support for schools is available on policy and strategy from Asset Management.

Technical support on project development and undertaking building works should normally be provided by a professionally qualified property consultant - see section on "Consultants".
