AMP and the local policy statement
All LEA’s are required to produce and regularly revise a Local Policy Statement which establishes the framework of respective roles, responsibilities and functions within which the AMP will be
developed.
The AMP for Birmingham's Education Service will be both inclusive and outward looking:
Inclusive
- it will cover all maintained schools; (Community, Foundation and Voluntary);
- it will cover all related property – centres, playing fields, offices and the
like;
- it will cover CONDITION, SUITABILITY and SUFFICIENCY issues;
- it will cover all significant capital and revenue spending on schools premises;
- it will address access/inclusion strategies;
- it will address sustainability issues.
Outward looking
- it will seek appropriate partners and funding opportunities in order to deliver equitable and cost effective asset management solutions;
- it will seek to benefit from the experiences of others – LEAs, Diocese, DfES, Private Sector,
etc;
- it will seek to be compatible with all other relevant education plans in Birmingham;
- it will seek Best Value and to improve on previous best performance.
Fundamentally it will also seek to develop and implement equitable and cost effective asset management solutions which contribute to raising educational standards, in partnership with schools, officers of the Education Service, Members and other stakeholders, by:
- developing a transparent and accurate database on which to base decisions;
- providing a fair and sustainable process for decision-making on funding priorities;
- securing resources through partnerships and all available bidding regimes;
- implementing effective monitoring/review procedures;
- maintaining a high level of expertise and commitment.
