Repair and maintenance
  1. What is UDD? Is it the same as the old "City Engineers"?

    The surveyors used to be part of the City Engineers Department but recently combined with other property professionals to form the Urban Design Department (UDD) within the City Council. UDD offers a full range of property services to schools and other stakeholders, although many private firms offer the same services as UDD.


  2. Who pays for my repairs?

    This is dependant upon the type of repair and whether you have paid into the UDD repair service detailed below:
    If the repair is an emergency and you belong to the Schools Emergency Property Repair Service operated by UDD (please see section F for further details) and the item is identified within the structural list of responsibilities, then you are covered for the cost of the emergency repair.
    If it is not an emergency or you do not belong to the scheme then the school must pay for the repair.
    If your repairs have been identified within the Asset Management Plan and form part of the pre-planned programme put together by EaM and UDD, then the LEA will fund the repairs. For Voluntary Aided Schools this is established with the Diocesan body and funded from LCVAP.


  3. Will it cost more if it is identified as an emergency?

    Emergency repairs are usually dealt with by one of the Scheduled Rate Contractors UDD appoints, as they provide a full 24 hours 365 day a year cover, and can attend to your emergencies at very short notice. This service therefore costs more than you might be charged if you went out to find a local builder. If, however, you are in the Schools Emergency Property Repair Service you are covered for the cost of all emergency repairs that are identified within the structural list (please see section F).


  4. Can this be done in the summer holidays?

    Day to day repairs are usually done in term time. Larger projects are usually done as much as possible in the Summer Holidays. Larger schemes (major extensions, or even a new school) obviously take longer. We usually aim for completion of all works before the next academic year begins.


  5. Who arranges the servicing of equipment?

    The responsibility of servicing equipment ranging from boilers to fire extinguishers is delegated to schools. For those in the UDD Schools Emergency Property Repair Service, boilers will be serviced as part of this arrangement, however other issues such as fire extinguishers, have to be organised by schools.   6. How do I know if the issue is my responsibility?

    Split of responsibility is made in accordance with CIPFA guidance on Fair Funding. A copy of this split is described in detail in the document Responsibilities for Repair and Maintenance.

  9. We have a tree in the school grounds that needs attention. Who do we contact?

    Please phone Leisure & Culture on 464 8728. There is a centrally held budget for tree work. They will contact a Tree Officer on your behalf, who will visit to investigate. The Tree Officer will determine whether work is required or not.


  10. We want to use an unattached playing field. Who do we contact?

    Anne Angell organises bookings for playing fields. She can be contacted on 464 6024. More details can be found in section F.


  11. We want to do building work at our school. Will we need planning permission?

    If you are going to alter the external appearance of your school, then usually you will need Planning Approval. We would strongly advise that for anything other than the simplest scheme you should obtain professional advice from a competent consultant (e.g. a Chartered Surveyor or Architect). These services are available from the City's Framework Consultant Partners - Urban Design Turner Townsend and Hickton Madeley or you may choose to appoint your own property consultants (see our Consultants page). If your building is ‘listed’ you may need to gain additional permission. Details are obtainable from the City Council’s Planning Division.
