Condition Assessment
Condition survey

The condition survey will assess the physical state of your premises.  This is not a detailed room by room survey but a fairly broad-brush assessment carried out by the City Council’s Urban Design Department Surveyors.

The key points of the condition assessment are as follows:

  • It is a purely technical assessment of the premises.  This is necessary as the Chief Building Surveyor is required to certify the AMP to that effect.

  • It is non-intrusive (i.e. no holes drilled or walling opened up).  It is important to note that an item which is an improvement (e.g. replacing a wire fence with palisade security fencing) will not be identified in the Condition survey report as these costings must be on a ‘like for like’ basis. Instead, it should be identified later under the Suitability Assessment.

  • Each accommodation block is surveyed separately and identified on a location plan.  This will also include playgrounds and car parking.

  • For each element (e.g. roof) in our original survey where the cost of remedial work to that block exceeds £5000 (£2500 for nursery schools and centres because of their small size) this will be recorded.  For future surveys, this value has been reduced to £1000.

  • Where schools have more than 1 separate single or double classroom temporary units (‘mobiles’) whilst they will be identified separately, for costing they will be combined and treated as one whole block.  Where mobiles have been erected to form a single physical unit of 3 or more classrooms, they will be treated as a block.

  • A statement will also be provided for each block giving general observations about the condition of the building. Current knowledge of the building will also be incorporated (e.g. known presence of asbestos).

  • We will establish a rolling programme to ensure that a comprehensive Condition Assessment is updated once every 5 years.
